The Fort Wayne-Allen County Airport Authority has established a Federal Fiscal Year 2010 goal of 11% for Disadvantaged Business Enterprise Participation on AIP Projects, FWACAA DBE Goal, funded by the Federal Aviation Administration.

The Fort Wayne-Allen County Airport Authority has a program to promote the use of disadvantaged businesses in airport concessions (ACDBE). Separate ACDBE goals for car rental and non-car rental firms have been established for Federal Fiscal Years 2011, 2012, and 2013.
